The discovery lever reads endpoints, together with any share they can open, works out what regulated or confidential material sits on each, and puts a number against it. Not a description. A count. That number is what finally lets a clean-up be ordered by risk instead of by whoever complained last.

The enforcement lever puts encryption onto the files themselves rather than onto whichever folder they happened to sit in, and it rules on the applications and channels those files may leave through. Compliance profiles cover the regimes your own trade falls under, not a generic list of them.
Both levers count by device, which keeps the arithmetic checkable. Each encryption applied and each transfer refused leaves a record, and that record names the rule responsible.
